Can anyone tell me what Oracle Developer is used for? There seems to be various features that can be used with it. I just need to understand how I would need to use it, if necessary.

I noticed the Oracle Developer Suite, which has a listing off various tools within it...I think I will need to download the Oracle Developer suite because it has reports and forms etc..other stuff that I use.

Indeed, Developer Suite is a completely different thing than SQL Developer. It contains Forms and Reports Builders, JDeveloper and Discoverer, GUI tools which will enable you to create applications.
It can be downloaded from the Oracle Technology Network download pages.
